Unusual activity in the atmosphere over the Arctic Circle is triggering snow and frigid temperature levels across Canada, the U.S. and parts of Europe. Climatologist Jeff Weber, of the University Corporation of Atmospheric Research, describes why this winter could possibly load a punch. Copyright © 2013 NPR. For individual, noncommercial use just. Looking back at our information archives, I uncovered that almost precisely two years ago to this day, in 2011, we were hit by a freezing cold snap in the same parts of the country, the same parts of the U.S. that were hit this week. We're seeing freezing temperature levels stretching from Midwest to the Northeast, snowstorms across the pond in England.
